中化建國際 （以下稱為“招標代理機構(gòu)”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標人”）委托，就東海西湖石油天然氣作業(yè)公司燃氣透平發(fā)電機組進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of GAS TURBINE GENERATOR PACKAGE by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件

項目概況：招標人購買1套燃氣透平發(fā)電機組，每臺燃氣透平發(fā)電機組凈輸出功率不小于10000kWe ( 36.2℃@EL. +36m，相對濕度：30%~100%)。
Project Summary：1 set of GAS TURBINE GENERATOR PACKAGE will be acquired by the Tenderee, and each gas turbine generator net output electrical power would be not less than 10000KWe(fuel gas) at the site condition( 36.2℃@EL.+36m, Relative humidity: 30%~100%).

For goods offered from within PRC customs territory: on or before 31st March 2024 . (arrival date to the Construction Site of Tianjin，Qingdao or ,Zhuhai (From within PRC )or other designated places.
從中華人民共和國關(guān)境外提供的貨物：2024年3月15日前（CIF中國青島港或其他買方指定地點）
For goods offered from outside PRC customs territory: on or before 15st March 2024 . ( CIF Qingdao or other designated places Seaport)
3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認證。投標人須提供制造商有效的質(zhì)量體系認證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．國內(nèi)產(chǎn)品不允許代理商投標，境外產(chǎn)品接受代理商投標。境外產(chǎn)品使用代理商投標時，投標人應(yīng)得到本次投標所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一代理授權(quán)書。
C. Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding. (see Form-IV-9-4 in Volume One).

（2）業(yè)績要求Requirement for Bidder's reference:
a) 2013年1月1日至投標截止日（以合同簽署時間為準），投標人本次投標所使用的燃氣透平凈輸出功率不小于10000kWe （與本次投標貨物相同規(guī)格型號）應(yīng)具有至少1個項目（每個項目至少一臺）供貨業(yè)績。
Since January 1, 2013 (date of contract) to the date of bid opening, the Gas Turbine (the same product model as the prime motor) that VENDOR supplied should have at least 1 projects （at least 1 gas turbine generator for each project） performance.
b) 如投標人無法滿足上一條業(yè)績要求，投標人所投產(chǎn)品在投標前獲得中國海洋石油集團 備案的首次工程應(yīng)用管理認定，提供簽字蓋章的《首次工程應(yīng)用管理認定申請審批表》證明文件，可視同滿足上一條業(yè)績條件。
If the bidder cannot meet the requirements of the one above this clause ，the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》can be provided as same as meeting requirements of the one above this clause.
c) 已納入中國海洋石油集團 三新三化清單且提供相應(yīng)產(chǎn)品的供應(yīng)商，其業(yè)績視為滿足本招標項目要求（不受上述a條業(yè)績要求的限制）。
The performance of suppliers providing similar products that have been included in the "Three New Three Industrialization List" of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a above).
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)及到貨驗收材料（包括到貨簽收單、出廠調(diào)試證明文件等）。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)、到貨時間、均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投標人需承諾燃氣透平發(fā)電機組需按照《海上固定平臺安全規(guī)則》的要求進行設(shè)計、制造、認證和檢驗。投標人應(yīng)委托中國國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認可的船級社（ABS，DNV，CCS，BV之一）對雙燃料透平發(fā)電機組整體（包括機組橇塊外附屬設(shè)備）進行檢驗并獲得檢驗證書。
The gas turbine generator package shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas turbine generator Package （include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年3月29日開始至2023年4月6日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from xx xx, 20xx to xx xx 20xx. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
